BDS planning, in association with IXP corporation, facilitated a strategic plan for Westcom in West Des Moines, Iowa. Westcom is a public safety answering point (911 call center) serving the Des Moines suburbs of Clive, Norwalk, Urbandale, Waukee, and West Des Moines. Key issues included the facility, organizational governance and independence, personnel relations, and technology. BDS Planning facilitated several meetings of Westcom’s governing board and strategic planning workgroups, as well as staff focus groups, and one-on-one interviews with key stakeholders, regional peer organizations, and executive leaders from each member city.
The plan was completed on budget with the unanimous support of the governing board and all member cities. Key outcomes include a decision to re-establish Westcom as a stand-alone organization that is independent of its user cities, and a decision to fund and build a new facility, both within five years. In addition to vision mission, core values, goals, objectives, and action steps, the plan establishes a set of nine measurable standards by which to evaluate Westcom’s performance and progress toward the plan’s targets.
The Westcom strategic planning process was interrupted by the onset of COVID-19, but was completed nearly on-time with a highly successful pivot to virtual facilitation mid-way through the process.
