BDS Planning & Urban Design facilitated a strategic plan and is assisting in ongoing implementation for Valley Communications Center (a 911 call center in South King County, Washington). IXP Corporation supports this effort with technical and operational analysis and consulting. The engagement started with a strategic plan to bring the center into alignment with the region’s E-911 Strategic Plan (also facilitated by BDS and IXP). It continues with facilitation of implementation efforts with the governing board, managers, front line staff, and customer agencies, including labor relations. Products to date include the strategic plan, an updatable implementation guide, an annual report, performance metrics, employee surveys, and soon-to-be-completed updated funding model for the center.
Valley Com has an impressive 40-year history of providing emergency communication services to its five owner cities, as well as dozens of contract agencies, but the region, public safety delivery, and 911 technology have profoundly changed in those 40 years. This multi-faceted effort is renewing consensus among Valley Com’s many internal and external partners about strategic directions, priorities, and implementation.
