In 2019, the Mayor’s Office and the Office of Economic Development enlisted BDS Planning & Urban Design to provide key stakeholder engagement and consensus facilitation in support of developing a new Industrial and Maritime Strategy for the City of Seattle. BDS convened a Citywide group of 24 industrial sector stakeholders, workforce development professionals, real estate developers, and community leaders to guide City policy and program investments in the overall strategy. BDS also facilitated four neighborhood-based groups—in Georgetown/South Park, SODO, Interbay, and Ballard—to develop local visions and strategies that can align with citywide efforts.
Working closely with the Mayor’s Office, BDS coordinated multiple City departments to assist staff and guide timely and transparent decision-making. Consensus amongst a very diverse set of interests in this high-profile process was achieved through strategic and deliberate outreach with individual stakeholders in between meetings. While this process began prior to public health restrictions related to COVID-19, BDS successfully adapted the approach to an all virtual format and is on track to achieve project goals. 85% consensus was reached on a recommendation to Mayor Jenny Durkan in May 2021.
