A Handbook for Enhanced Service Districts in Portland

In Portland, business areas known as Enhanced Service Districts (ESDs) raise funds by assessing fees on property management to help pay for business and community revitalization activities. We partnered with the City to create the first-ever handbook showcasing best practices for district management, and guidelines for establishing or expanding ESDs. The handbook shares best practices for district management and guidelines for establishing or expanding ESDs. It also explains how place management organizations can be critical economic development partners. Portland currently has three ESDs: Downtown Clean and Safe, the Lloyd ESD, and Central Eastside Together, with an appetite to create more in the near future.
